District 3 consists of four different states, Florida, Georgia & the Carolinas. Separate and with sometimes multiple states as buffer are Districts 1, 2 & 4. Heavily patrolled borders keep known supernatural creatures from crossing over without proper documentation (which is difficult to come by). Some are comfortable with the restrictions while others feel insulted, as if the borders force some sort of subservience to humans upon them. With Vampire, Lycans & Dhampir (half blood vampires) known to the human world, laws are in the making and some rights have been stripped from the supernatural american residents. Three clan leaders vie for change, each with their own agenda behind the laws which they might see set in place. But above them, the kaisers, ultimate vampire if you will, pull the strings on some, ensuring things fall into place...
Alani Ahu, the more stoic of the three clans rules the night scene, running many of the local night clubs and boasting a rather large collection of especially rare and expensive sports cars. Clan Master Zeo rules with a stern but fair hold over those in his clan.
Azag Ni, slightly more laid back than the other two clans, Clan Master Gunnar is known for his penchant for lycans. Several lycans reside in his estate, forming a pack there and frequently aiding Azag Ni where they are needed. Though Master Gunnar can be kind, clan members and strangers are warned to tread lightly. His bad side is not a pretty place.
Etu Damu, easily the bloodiest of the three clans is well known for the ferocity of their clan members and the sometimes tyrannical rule of their Clan Mistress, Sarin, a child vampire. Sarin runs a gladiator ring on her estate and is undeniably racist towards lycans, eager to see their extinction, she pits them against one another and often her champions.
Members are allowed to form their own separate side plots in addition to the main struggle with the government.
