A massive fence separates the supernatural beings in Florida, Georgia & the Carolinas from the 'clean zones', areas presumably without the presence of Vampires, Lycans or Dhampir. Heavily guarded, those without the proper paperwork are not allowed to cross into the other various states. Outside of the clean zones are Districts 1, 2 & 4, though several clean zone states act as a buffer to discourage contact. Some vampires view the Districts, not unlike Native American Reserves, as an insult, forcing subservience upon them. And some would prefer to look the other way. But three vampiric clans rule District 3, Azag Ni, Alani Ahu & Etu Damu. Their leaders each have their own agenda and their own plans, some more devious than the others.

Enter District 3 and run under the radar as a lycan whose supernatural tendencies are unknown. Cross the borders. Or remain in District 3 as a supernatural being whose true identity is well known, partake in resistance or create no ripples.
