Where most of Vesperes' actual work gets done, whether it is dealing with paperwork, matters pertaining to District 3, or matters in regards to his other responsibilities. When a meeting is to take place with the Kaiser that is meant to be a one on one affair, or perhaps a few coming to address the Kaiser personally, this is where such a meeting will go. He didn't really decorate the place himself, but it suits his needs well enough, especially as he is not about to send for his more personal belongings.
